Flooring fire performance: international standards and document checks
“Fire-resistant” is not a sufficient purchasing specification. Documentation must identify the floor covering's reaction to fire, smoke performance and tested installation system. For an international project, check that the submitted documents apply to the exact product and use being specified.

Reaction to fire and fire resistance are different
Reaction to fire describes how a material contributes to the development and spread of fire. EN 13501-1 is used for this classification in the European system. Fire resistance describes how long a building element retains specified functions during a fire. A designation such as REI 60 belongs to this separate assessment system.
Vinyl or laminate classified Bfl-s1 does not mean that the complete floor structure has 60 minutes of fire resistance. Equally, an REI rating for a structure does not replace the reaction-to-fire classification of its decorative covering.
How to read Bfl-s1 and Cfl-s1

Bfl and Cfl are different classes: Bfl has stricter flame-spread criteria. An s1 suffix on both does not make their main classifications equivalent. Flooring classifications also do not use the flaming-droplet indicators such as d0 found with wall products.
How do tests and documents fit together?
EN 13501-1 is the classification standard. Relevant flooring tests include EN ISO 9239-1 for flame spread under radiant heat, and EN ISO 11925-2 for exposure to a small flame. The tests required depend on the class. ISO's description of the 9239-1 method also notes that its result does not, on its own, describe all the hazards of a real fire.
EN 14041 is a standard referenced in documentation for essential characteristics of resilient, textile and laminate floor coverings. DoP — Declaration of Performance states the product's declared performance. CE marking and a DoP provide technical information; they are not universal approval for use in every project.
The test covers more than the visible surface
The same design may be sold in different thicknesses, with different backings or installation methods. Assess the result against the product and conditions stated in the document. Adhesive, underlay, substrate and whether the floor is glued or loose-laid can affect the result.
For example, a report for flooring bonded to concrete with a specified adhesive cannot automatically be applied to a loose-laid installation on another underlay. Check the permitted field of application in the classification report and obtain written manufacturer confirmation for changes. A similar design name is not sufficient.
Do not convert US test names into European classes
International quotations may refer to ASTM E648 , which measures the critical radiant flux of a flooring system. Its name and result are not a direct equivalent of Bfl-s1 under EN 13501-1. If a quotation uses another standard, confirm the required method and acceptance criteria with the client in writing. Do not create an informal conversion table between systems.
Seven document checks before purchasing
- Product identity: do the manufacturer, product code, collection, thickness and backing match the quotation?
- Complete classification: is the full flooring designation given, rather than just “B”?
- Document type: is the file a brochure, test report, classification report or DoP?
- Traceability: are the report number, issuing body, standard edition and document date identifiable?
- Field of application: do the substrate, adhesive, underlay and installation method match the project system?
- Current applicability: does the manufacturer confirm that the product currently supplied is covered? An older date alone does not automatically invalidate a document.
- Substitution control: if the model or underlay changes after ordering, is technical approval repeated?
A specification template
“Floor covering: __; application zone: __; required reaction-to-fire class and classification standard: __; product thickness and backing: __; substrate and installation system: __. Submit the current DoP, relevant classification report and installation instructions. An alternative product may be accepted only after document comparison and written approval.”
Do not choose a required class solely because the building is called a hotel or office. The project's fire-safety specification must establish it. Apply these checks separately to each product selected from the FloorEx catalogue of laminate, sheet vinyl, LVT & SPC and carpet tiles . Use class 33 alone does not establish a Bfl-s1 fire classification.
